Develop arduino without arduino (simulator?)

hi,

please excuse ignorance, i've been messing arduino few hours.

i wondering if there way develop , run arduino applications without owning arduino board. maybe via simulator? have boards @ point i'd start playing possible instead of sitting around , waiting.

thanks.

how effort did put searching forum answer before posting this?
