Flash CS3 - Odd button problem

hello, ive upgraded flash cs3 , i'm having problem buttons.

when open site, old buttons work fine navigate site , open url links. have actions on own layer instead of having onrelease on each button.

however, when create new buttons, don't work.

i've tried copying existing working buttons, applying exact same actionscript figure out what's going on, doesn't work, buttons won't open urls.

am perhaps using wrong publish settings/flash player choice?
